Government House, Hongkong, 19th August, 1901.

I have the honour to forward herewith an application from Mr. Sercombe Smith for the post of Puisne Judge in the event of a vacancy occurring in that Office.

He has on four different occasions acted as Puisne Judge and has always discharged the duties of that post in a manner most satisfactory both to the Government and to the General Public.

I consider Mr. Sercombe Smith well fitted for the post of Puisne Judge both by training and experience and I have, therefore, much pleasure in recommending his application to your favourable consideration.

I have the honour to be,
